Since there is NO vacuum system in the HMMWV it is highly unlikely that you have a vacuum leak!
However, the Kysor Cadillac valve that controls the fanclutch is right there in the same area and hisses all over the place until the system reaches arounf 230 degrees and it shuts off to actuate...

The HMMWVfan works backwards from what you'd expect. The Cadillac valve holds it disengaged most of the time. Disconnecting the valve connectors causes the fan to engage. This is a fail safe mode so if anything dies the fan stays engaged all the time.

Well, almost to the point of being desperate to get this pulley off. This is the last thing keeping the HMMWV from cranking. I ended up ruining this clutch pulley, did not mean to but this thing just wont release from the shaft. Now, this is what is left on the shaft.....I tried chain vise...

Without pulling the tub off the chassis it's kind of hard to get to where things should be run under there, and I think in reality running hard lines would be a lot better (at least underneath) than the rubber lines, bit I did what seemed like a halfway...

I would drop the oil pan and look for the seized piston. Should be obvious if you have a cracked cylinder wall. Then press the piston up or cut the cranks, as per both of RWH's suggestions. Gasket...
The BEOD is supposed to be mounted to the M1097A2, which is a standard A2 heavy variant with the 4 speed transmission. I have never heard of any military HMMWV having a 6 speed transmission.
So when you say electrical issues, you are talking about the HMMWV itself having issues, not the BEOD...

I helped TheCaptain replace a water pump a few summers ago. Lesson learned: tedious or not, drain and remove the radiator stack. If you don’t you’re working with your fingertips next to sharp radiator fins and can barely reach the pump and fan bolts.

Found this animated video on You Tube that demonstrates how the fanclutch works. It explains a lot about it that's hard to understand because it works differently that most people expect because of it's fail safe operation.

Cadillac valve controls the fanclutch operation. Called that because part of the brand name for it is indeed cadillac.
I believe properly it's called the Kysor-Cadillac solenoid, but cadillac valve is quicker and easier to say.
