I have been able to get the tax office to give me credit for the tax I paid GP, in TX the vehicle tax is 6.25% but GP also charges local tax which is usually around 2.5% more, not really worth the effort to go through their bureaucracy, I just wish they would send my SF-97 for the truck I bought...
It boils down to how much sweat equity, time and your tolerance for risk, buying a surplus truck is a crap shoot and as stated can take up to a year for all the paperwork.
It is much more challenging to work on than a Jeep, access to just about everything is much more limited, you will loose...

You "want" a 6.5L GEP engine and a 4 speed if you plan on driving on the road much, The GEP is an improved version of the GM engine and the 4 speed is an overdrive transmission with a lockup converter, this is the most desirable combination.
