I've had that issue. Easiest fix is to try a different licensing office.
The most certain fix is to have GP fix the documents.
I've done both of the above, although neither recently.
I'm not so sure that there's really that big of a difference between blowing a front tire and blowing a rear tire.
I've done a bunch of driving these things in all kinds of conditions. Here's my experiences with blowouts -

Here's some pics next to an M1102 chassis.
It obviously doesn't match, but there's a lot of variation on military issue tan items anyway, and we originally made it match rustoleum.
Give me a couple of days and I'll get a pic of it next to a CARC tan trailer.
If I remember correctly, we didn't use 686 as the match. We matched it to tan rustoleum rattlecan for ease of future touch ups. It hasn't been touched up.
