No, it cranks but wont cycle the relay, but wait light goes out

Napa st85, and 60g plugs

Did the bypass for the resistor to the relay, put new glow plugs in, new relay in, went to start it, and its not cycling on and off, also got 12 volts to each post, except the bottom post on relay, any ideas?
