where can I get TM's?

No I haven't gone as far as looking for a manual for it. not sure where to get one. I was hoping I could find a easy direction to look, like what drives this actuator. I need to pull it off and hit it with som power to see if it works then go back from there I guess.

I have a MEP-016B and it has what looks like a retrofit electric throttle/govoner but it is not moving so where should I start to find the issue? is it connected to low oil or low fuel?
