Check just inside the frame for an air regulator. Mine has one. I turned it up just until I could turn the wheels while staying still.

My M35A3 CTIS isn't working. It turns on and does a pressure check. It will deflate the tires but it will not inflate the tires. Does anyone have an idea about this?

If it runs good and strong in first and won't shift to second it is probably a broken governor spring in the transmission. You can remove the governor by going to the rear left of the trans and locating the governor cover. It is a square cover the size of a beer can with 4 bolts at each corner...
