Hmm, I've added tag lights and marker lights to mine for safety reasons, but I have an Antique plate for now. I would say I spent $70 on lights to get it up to DOT spec for a truck this size.

I have no idea why you would license in NY. Costs on registration and insurance are higher.
I had NO issues registering and insuring my truck and others will say the same.

You don't need a CDL but it is always a good idea to have it for the lessons in big truck driving.

I filed for my antique plate for my M35A2 about a week and a half ago with some odd ball NY state paperwork. Hopefully I get that back OK.
