IMHO A CUCV fuel tank on any model is so inexpensive new that if rust inside the tank is an issue. Just forget all the witch hazel formulas and replace the fuel tank with a brand new one. If it is rusty it wont be long until it has a rust hole/leak. Easy thing is to replace it while you have it...
