I've done 7-8 of them & have never had to remove shackle mounts.
Ive only cut 1 in half to get it out (paid to install) customer did not want to save it.

Looking back, really no reason to save stock crossmember.

The crossmember won't tighten up your frame unless the rivets in your stock one have become loose.
Things that might be causing your issues are
Loose steering box at frame
Worn rag joint
Cracked frame behind steer box
Worn steering box
Worn drag link ends & or tie rod ends
Loose hub...
