    And you know what? Maybe I'm wrong: - Maybe GP collects all the revenue collected in this fashion, and then pays it directly to the U.S Treasury with a proviso to help off-set the national debt. Do you think that's it?!

    What a a terrific business plan though (I mean you know, if you're naturally crooked): - Most people either don't notice it; or being a minor add-on, choose to ignore it And then that revenue goes straight to profit. Diabolically clever of the crooks (um, you know: intentional or unintentional).
