    There's humvvvs all the the place (countries) and no issues buying, registering or using. We all were told "cant sell you one" (you ain't (Not)) "a U.S. Citizen".. Hum..seen em' bought registered and used!. plenty for sale on UK sites!. No restrictions. I personally can't see what all the fuss...
