    Yes, I have drilled and tapped a manifold without removing the turbo. I did this on my 1995 Dodge Cummins. I did NOT do it with the truck running. I stuck a magnet down the hole to get most of the shavings. After that, I just started it and the shavings blew harmlessly past the pinwheel. Me...
