Jeff, One issue you may be over looking is total lenght of the vehicle. The 816 is 26 1/2 feet bumper to bumperetts. You would need to add at least 10 feet of frame to mount a 5th wheel (probably with at least one tag axle under it) behind the winch. That gives you a total lenght of 36 1/2...

You would have to loose the big winch on the back of the 816 and butcher the rear deck of the wrecker body. IMO that is one of the pluses of the 816 and by removing it you would diminish the mission capability of the vehicle. The M246 was a wrecker with a 5th wheel. It's main mission was...
