    Wrong thread, but here is your answer. A 10,000 pound line pull means there is a "fuse" somewhere in the winch that will prevent it from pulling once that set amount is exceeded. Probably not down to the pound, but you can't pull 12,000 pounds with a 10,000 pound winch. There is a load sensor...
