I'm not an electrician but I don't think I've ever seen a residential panel that didn't have the neutral and ground buses both bolted down to the inside of the panel, essentially connected electrically.

Probably not the problem here but is there a vent open/close on the fuel tank cap? If so, it is set to open?

The 15min wait might indicate flooding. Check summer/winter air flow and then maybe pumps that feed the injector pump.
