    that sounds to me as if the actuator isnt installed correctly. https://www.steelsoldiers.com/showthread.php?145444-MEP-805b-806b-electric-fuel-cutoff-tm-troubleshooting-install-manual the other thing to verify is that the WOT bolt is open far enough to let the actuator do its job.
