    Crawdaddy, Assuming you can't use the bottom drain fitting on the tank, just fill it with water until the residual liquids in the tank flow out the filler neck. Any petroleum product will float on the water and flow out first. Tilt the tank fore and aft as needed to vent all petroleum product...
