    Just did a search for M211's for sale. There are several out there. You didn't say what you paid, but I saw trucks from 800 to 1500 in a very quick search. I would think you could print a few of those out to show to them to establish a price point.

    The VIN is probably a matter of definition as you do have a serial number on the data plate. Look on WSP website, FAQ's. First question is about VIN numbers, where it says that a VIN is a unique Serial number. Be patient and read the rules, you will prevail.

    Depending on which plates he got, that is not a yearly fee. It is probably the initial license with title transfer, plate, possibly sales tax, and a Gross Vehicle Weight fee. Once you can get collector plates, there are no more fees.
