The voltage gauge works through a relay under the dash. Maybe it needs replacing? Are you sure the lights work? Are the bulbs good? Are the contacts in the light sockets good? You have a few things to check yet. Good luck. Hopefully someone with more experience chimes in soon.

I would begin with testing each battery individually while the truck is off and then again while it is running. What voltage do you get? Let's first confirm weather or not your alternators are charging. Good luck. Report back when able.
