    one air tank gets all the water?

    MM; That's normal. The inner tank is the secondary to the system and primary to the compressor. So, when you run the truck the inner tank kind of acts like a water filter. As soon as I can afford it ($100) I'm installing an air dryer on the truck to prevent the air system from rusting.
