    You are getting the wagon before the horse here. Dont start at the governor,. This is a fuel problem. If I understand your explanation, you have fuel to the IP's, Injector pumps. But nothing to the Injectors. Have you pulled off the supply hose to the IP's? If so, did you get lots of fuel, with...
