    Is there a way to tell if paint is CARC?

    Yes, especially where your boy's safety is concerned. Buy a cheap painter's dropcloth to catch and contain any dust and flakes. A shop-vac close at hand is a good idea too. Whether it's CARC or not, it's not worth the gamble.
