    The jumper should be a little metal molded piece right on the board, it can be tricky to see. Check it really closely to see if it is there or not. I can't say for sure what if is even for, but if it is supposed to be there, I would make sure it is there. However, this should have no affect...

    Like Ike said, if you're using the onboard frequency meter, you have voltage. If this is the case, then your problem probably lies in the main beaker.
