    "I have been a bit uncomfortable finding the 3 Amps / 600vac fuse" Quad Fuse is an FNQ-R-3. Best prices I've seen are on Ebay and Amazon. Mouser / Newark want $34/each today.

    Yes, normal: you close the AC Circuit interrupter to allow AC electrical current to run to the lugs. Open the AC Circuit interrupter just before you shut down the generator to take all load off of machine. TMs here...
