    Glow plug card

That looks like a temp switch and not a sensor. Take it out and put a WT3000 temp sensor in there.

    Glow plug card

It could be on the passenger side, it's not supposed to be there. As Firefox states, it may have been removed, broken or relocated. Pictures of what you have may be of some help to us. At least the card is functioning now, you have come a long way from the mess you started with. Congrats on...

    Glow plug card

I have a feeling that the GP card is not getting the proper resistance from the temperature sensor. That would keep the Orange LED/Wait light from coming on. Check to ensure that the Yellow and the Black wire going to the engine temp sensor are intact and are connected to good sensor located...

    Glow plug card

Pull the card and see if the voltage on the Dark Blue wire goes away. Do the LED's on the card light up?

    Glow plug card

In the photo of the relay, it appears there is a black wire going to the terminal with the orange wires. Where does that wire go? Is it connected to the Wait light? If so, it should not. You will need to remove any and all additional wiring, splices or other hacks from the civilian controller...
