Any loose connection of your batteries will allow the alternator to go to full output(and burn out) and this will cause over-voltage.
If you think you have a bad battery disconnect switch, replace it.

Be prepared when you start it, with a digital volt meter.
Since you have had a battery cable failure, your alternator may have a bad regulator now. That could be causing the belt squeal.
Measure your voltage when you start it to see what you have.
That is corrosion, not algae.
You should be treating your fuel all the time, to help kill algea.
Just pull the strainer out and clean it. We've seen this many many times.
