    Go to the same MV office he used and try to get the same clerk. If he has "classic vehicle" plates for a M931 he should be clear of a CDL because it is "exempt." CDL is not an issue for a M35 as its RATED weight is below the limit. 24,000 is likely the empty or curb weight of a M931.
