    If you're buying it in Lousiana but titling it in Texas then yes you will have to pay tax again. Then submit your tax receipt to GP/IP and they will refund you the Lousiana sales tax when they get around to it (usually 4-6 weeks in my experience).

    The original buyer can but if it's past 30/60/90 days of sale (which ever they stated now) they could deny the request. I don't know why one would buy a vehicle without a clean title in hand. :shrugs:
