    Sounds an awful lot like fedgov entrapment does it not? Sort of like the "terrorist" incidents they keep busting folks for..they supply the guy with a bomb and arrest him when he tries to use it? Hmmmm...I wonder if that citizen would ever have done anything wrong if not encouraged by fedgov...
