Good news update. Confirmed that the MT registration agent I'm planning to use could work with just the SF97. Cancelled my title order with GovPlanet yesterday and will receive my SF97 today (according to Fed-ex, I was shocked they sent it overnight).
Just a quick update on the title for my HMMWV I purchased back on 06/02/2021.
4 weeks ago I called them and was excited to hear they finally received my SF97 and were "about to send it to MT for generation of a title which should take no more than 4 weeks". Would have had the SF97 months ago...

You might check with your DMV, some states will generate a title off a bill of sale and VIN inspection. I found out CO will, but that doesn't mean I'll be able to register it given recent legislation trying to prevent Military Surplus vehicles from being used on road. But that's a different...
I was told to create the title they first have to get the SF97, then they turn that in a title. I was quoted a minimum of 90 business days after item pickup. I pretty much call and bug them every week or two and the story never gets better. Just what I've been told. I hope yours comes much...
I dont have the exact answer to your question, but your local DMV has the ability to assign a VIN to your vehicle. Im sure each differs on what they consider justification for assigning one, but regardless, this new vin is nothing more than a unique identifier. No relation to the manufacturer...
