The camshaft holds the injector closed until it needs fuel, then the camshaft allows it to open briefly, then closes it back. What the rocker is pushing down is a pin (plunger) that seals the injector closed.

If you want to start with the easiest, simplest, cheapest first, check the adjustment of the cylinder one injector. If it has backed off a little, it may not be closing the injector all the way, thus feeding fuel all the time.
