If you want to go with the HE351cw, do yourself a favor and block of the solenoid to gain a few inches off the front of the turbo. Also build a wastegate actuator mount. That will allow you to clock the compressor outlet out wherever you like. You'll also need a different boot for the output...

If you decide that there isn't enough power out of the cummins let me know. You should be able to see 225-250hp with the mods you spoke about in your first post. A set of injectors and a HE351cw from a 3rd gen dodge should push that easily up to 350hp (and still be very driveable). Course...
