However, if it is capable of heating the air to improve burning in cold weather (when fed with hot water), it is equally capable of cooling the air.... IF... you feed it with cold water.
Perhaps the coolant passages could be rerouted so that the coolant jacket is fed by a separate water system...
These are very basic turbos. The exhaust drives the turbine, and the compressor is plumbed directly to the intake manifold. There is no waste gate or bypass controls whatsoever.
The fuel control, and the governor are the only things that keep the turbo from making excessive boost.
