Does anyone know if there is a way to contact the Army and ask for the history of a certain truck? I am sure they kept records for everything. If so, how do I go about doing it? Do I write my Congressman and let him do the work? It is not like he busy doing other things.

I just saw you posted this in the M715 section. Highly unlikely for that type of vehicle. It would have had to have been in use by a unit that was automated from 1972 or later.
