    I am creating this thread in hopes of creating a master list of current bills regarding the registration of the HMMWV for on road use.

    These are not related to HMMWVs only, although some mention them. But they all relate to military vehicle registration:

    Oklahoma H.B 1851

    Motor vehicles; High-mobility Multipurpose Wheeled Vehicles; registration; use on highways; effective date.

    An Act relating to motor vehicles; requiring the registration and titling of High-mobility Multipurpose Wheeled Vehicles; requiring the promulgation of certain rules; authorizing certain operation of High-mobility Multipurpose Wheeled Vehicles; requiring compliance with certain regulations and rules; amending 47 O.S. 2011, Section 1102, as last amended by Section 1, Chapter 57, O.S.L. 2016 (47 O.S. Supp. 2018, Section 1102), which relates to definitions used in the Oklahoma Vehicle License and Registration Act; defining term; providing for codification; and providing an effective date.

    Nevada S.B. 356

    Authorizes the registration of certain retired military vehicles. (BDR 43-280)

    AN ACT relating to retired military vehicles; requiring the Department of Motor Vehicles to design, prepare and issue special license plates for certain retired military vehicles; imposing certain requirements on such vehicles operating on the highways of this State; imposing a fee for such special license plates; and providing other matters properly relating thereto.

    Colorado S.B. 19-054

    Military Vehicle Motor Vehicle Regulation
    Concerning the regulation of surplus military vehicles for the purposes of operation on the highway, and, in connection therewith, making an appropriation.
    The bill defines surplus military vehicles as off-highway vehicles for the purposes of titling these vehicles and of using these vehicles off road. These changes in the definition do the following:
    A surplus military vehicle may be titled as an off-highway vehicle;
    A surplus military vehicle is not registered as a motor vehicle;
    A surplus military vehicle is treated as an off-highway vehicle for the purposes of on-road use and off-road use.
    These changes do not apply to military vehicles that are valued for historical purposes.

    Hawaii House Bill 323


    Classifies certain former military vehicles as special interest vehicles. Enables owners of former military vehicles to apply for registration. Makes conforming amendments. Effective 7/1/2051.

    Nebraska L.B. 156
    With Governor Pete Ricketts’s signature, legislation (L.B. 156) allowing for the titling and registration of former military vehicles became law. The new law defines a former military vehicle as a vehicle that was manufactured for use in any country’s military forces and is maintained to accurately represent its military design and markings, regardless of the vehicles size or weight, but is no longer used, or never was used by a military force. Previously, these vehicles were not allowed to be registered or titled for on-road use in the state. The new law paves the way for enthusiasts to preserve and share patriotic American history.

    Minnesota S.F. 179

    Title for Decommissioned Military Vehicles

    S.F. 179 amends the Collector Military Vehicle law to allow decommissioned military vehicles that were also manufactured and sold as a civilian vehicle and has the same size dimensions and weight as the comparable civilian vehicle to be registered as a standard motor vehicle.

    Washington S.B. 5417

    Authorizing military surplus vehicles to operate on public highways

    This act authorizes travel for military surplus vehicles in good operating order to traverse Washington's public highways in limited circumstances.

    West Virginia H.B. 2657

    Registration of military surplus vehicles.
    The purpose of this bill is to provide for registration and use of military surplus vehicles
    Military surplus vehicles registered under this section shall not be used for general transportation purposes, but may be used:
    (1) For participation in off-road events, on-road club activities, exhibitions, tours, parades, and similar uses; and
    (2) For the purpose of selling the vehicle, obtaining repairs or maintenance, occasional pleasure driving, or transportation to and from events as described in this subsection.
