Tarp Tie Down Ropes? CARC paint?

Hello, does anyone know where I can get the "black stretchy rubber tie down ropes" for the cargo tarp? Bulk lengths would be great. I don't want to use bungie cords

Also, can anyone buy the CARC paint at Sherwin-Williams? Any regs against selling to individuals?

Regarding CARC, I haven't had any issues buying it for personal use.

Sherwin Williams will sell if you can handle the sticker shock. Much better prices out there if you shop around.
I got mine from Alfa Heaven and he was more than helpful with my phone in questions.
