A2 fenders on an A3?

Can A2 fenders be used on an A3 with modification for the headlight mounting? I'd like to replace the passenger side fender in the future.

A quick look at the TMs shows they have different part numbers.

With a big enough hammer, drill and welder, anything is possible.
