When installing a new airpack, do you bleed the system with air pressure in the tanks or not? Does it make a difference? Also, do you need to air air tool oil to a new one?

I installed a new one and my brakes locked up. I know I bled the system completely. Cost a fortune in DOT5. This is on a M814.
