All lights will work except headlights and blower fan. Checked Blower fan and have power to fan. Could it be the light switch ? Causing no high or low headlights?

I'll assume you are using a glass bulb vs. the LED. Remove the headlight ring 3 flat blade screws. Military wiring is all one color. A metal tag identifies the individual circuit.
Thanks Olive Drab. more info: http://olive-drab.com/od_mseries_circuits.php

Headlights use a bulkhead connector from the bulb thru the bucket to the hood harness. The bulb has three connections High Beam-17, Low Beam-18, and Ground or common-91. The number is small and stamped beside the bulkhead pass thru connector. Verify the headlight bulb is good with a 12volt battery. Check the bulkhead connectors for corrosion. Verify the bulb wires correspond with the headlight bucket front half of the bulkhead connector. Verify the hood harness wire numbers correspond with the back half of the bulkhead connectors. It's possible the hood harness connection to the body harness near the LH airlift tower has loose pins.
