Bracket with strap next to battery box what Is it used for also there is a strap underneath the driver seat what does that is for?

On my 1988 Humvee there is a bracket with a strap on the other side of the partition in my battery box also underneath the driver seat there is a strap I’m wondering what these are supposed to secure?
