Brake Shoe Problems

I installed all new brake shoes on my duce and the right middle dual shoes are rubbing with the ecentrics all the way adjusted in. It seems like the drum or shoes are bell shaped. I adjusted the lower ecentrics with no help. Any great ideas to fix this? After driving the brake shoes smoke and they drag when jacked up, free spinning. Thanks
