Buying a HMMWV with a valid work Visa as a non permanent resident?

I believe you may not technically be able to buy one of the gov auctioned hmmwvs. If I remember right only us citizens were allowed to buy, and once we bought one we are not allowed to sell to anyone who is not a citizen. However, I doubt any dmv would know that.

DMV isn't involved. The restriction is part of the EUC.
I'm sure they get sold to noncitizens on the secondary market all the time, although this is a violation of the EUC. The only time it would come back and bite you is if the truck ended up somewhere it shouldn't be. I speculate that in those circumstances there'd be charges for everyone in the chain of custody.
