I've worked on a few rear 60's and have always tightened the inner nut until there was no play and then about a half turn or so. Then backed it off and wiggled the hub while I slowly tightened the nut enough to where there was no play in the hub anymore. Then install the lock tab/washer thing and the outer nut, which I tighten until I feel it's tight. Never had a problem.
