Our PD has a turtle back and I'm told we can't sell it due to DLA/LEOS rules because it has a turret. Our LEOS expert left and nobody knows how to deal with this. Anyone know if it is possible to make it a salable item for civilians? Does it still need to be sold through a dealer?

Not an expert, but if it's just the turret that is the issue then removing the turret should make it sellable to civilians.

If they are certain it has to be demilitarized, then they should be able to tell you the demil code. Then search the code for an explanation of the appropriate steps. Unless it specifically states "No, Not, Never" there is usually a way to appropriately demil it without ruining it. "Render unusable", for instance is a VERY broad term. It's then up to the selling entity.

Assumptions, will always turn around and bite you on your butt. I would start with a phone call to TACOM. If you can not get someone who knows, they might be able to tell you who to call. Having had a "Get to meet and greet" session with the guys in black suits, white shirts, black ties and pimp patent leather shoes, I will tell you that its not all fun and games.
