droop screw gone missing

I have a deuce that is missing the droop screw, the hole is there, no screw to be found anywhere, when idleing it has a flutter or governer bounce, if you hold an allen wrench in the hole on the back against the arm that the screw goes in it will quit the flutter, I can't find the screw in the gov body, put another screw in where it belongs, the flutter almost disapears, low end response is a lot better, any one else had this problem, also changed out the fdc valve with no real difference, otherwise the truck runs good, very good oil pressure,
