electrical short

i got a wiring problem when i get a volt meter and put the + on the frame and the - on the battery i got 9 volt from the frame when the headlights are off when i flip the switch on i get 12v and none of the electrical works inside or out i just put a new engine in it it is a 1990 6.2l humvee engine and i tryed my best at reading the wire diagrams

i got everything grounded that i know of like it shows in the books i also found out that if i hit the black out switch then the frame goes back to 0 like it should so i think i got a problem in my fuse box with somthing shorting out
