Freightliner 915A3 Temp/Thermostat/Fan Questions

This is the first post we've made here, but been reading a lot of good information about our new former Military Freightliner our fire department received. We've got a small issue that we're trying to work through but we're not having much luck finding the information we need and we're hoping there might be some people here that can answer our questions. We have a 2010 Freightliner '915A3' model (from what we're told). It is a 6X6 chassis with a 12.7L Detroit Series 60 engine/Allison automatic transmission. The truck only has 1,500 miles on it. We received it through a grant program and had it retrofitted with a 3,000 water tank for our local department. We've only had the truck back from our builder for a couple of weeks and it just got put into service. During a driving training with it the other evening, we noticed it was running hot, or what we thought was hot. The temperature gauge is green up until the 210 mark and then it has a narrow yellow strip and then red. Just running around town and short runs on the highway, it eased up to that 210 mark and edged into the red/hot area. We were unable to catch the fan kicking on and helping cool at any point that evening. Tonight we did the same thing, ran it around until it was up to operating temperature and it would slowly ease up to the yellow/red again. FINALLY, the fan kicked it around the 210 mark tonight while idling. That immediately started cooling the temp back down and brought it down to middle of the green.

This truck does not have a manual override switch to force the fan clutch to engage. If this truck is used on a fire scene and sits idling for an extended amount of time, we fear it will run the risk of getting hot unattended without being able to command the fan on manually since it appears to run borderline hot before the fan finally kicks in.

We've got several questions we're hoping to get answered:

1. At what temperature does the thermostat open on these trucks?

2. At what temperature is the engine fan commanded to engage?

3. Is there any way to add a manual fan switch to command the engine fan on like an over-the-road truck?

4. What is normal operating temperature on these trucks that might be different from a normal 60 Series Detroit?
