Fuse block help (extra fuse)

Afternoon

Looking at fuse block and and just realized I found an extra fuse coming out of the spare port (see pictures) to marker lights (right side). The extra fuse block was hot and was partly melted. (With a 30 amp fuse in it) (Had head light on for about 20 minutes) Looks to me that someone installed a jumper for the head lights (previous owner). Any ideas where to start looking for problem? I have been reading the TM's. Here's I have what I have done so far: Replaced head lights, replace all runnig lights, replace signal switch, replace wiper switch. (This jumper was already in, when I bought the truck)

Any help would be helpful

Your melted fuse is the Headlight fuse which is also discussed in the CUCV Helpful Threads sticky
