What steps to take or how do you test an IP?

it either runs or it doesn’t, there is no way to test unless it’s on a test bench with correct equipmen.

Just curious, have you removed the return fitting out of the IP? there is a glass check ball in it that can get plugged with trash.
You cannot disassemble it but should be able to inspect it and blow compressed air through it to make sure it is not plugged.
If you remove it make sure you clean the area with compressed air first so you do not get any trash in the IP.
