I'm seriously considering a 1991 m923 for purchase, located in Grand Forks, ND. Is there a way I can find the trucks history, and what was done to it at RRAD when reconditioned in 2009?

Only thing you may be able to find out is the last place it was used before being surplused.
CARNAC has a 2014 VIN thread where if the truck was Army he can see if it is in the system.
as far as we know there is no way to see what updates/repairs it received.
